Stage One

This early part of the project involved background work. We reviewed:

• reports and resources relating to Equality and Diversity
• labour market information for each of the sub-regions
• labour market information for each sector involved

We consulted with key national and local organisations, representing:

• the interests of disadvantaged groups nationally
• the interests of disadvantaged groups on a local level
• the interests of SMEs

The results from this consultation were used to inform the development of the telephone survey undertaken during Stage 2.
